Research universities are major engines of innovation and economic growth. In the United States, this started with the Morrill Land Grant Act of 1862 which provided a donation of public lands to states in order to establish universities, a number of which had the explicit mandate to perform research in areas including agriculture and mechanical arts. Today, both public and private universities in the U.S. perform more than half of the basic scientific and engineering research. According to the Association of University Technology Managers, from 1990–2015, research universities have disclosed over 380,00 inventions and issued over 80,000 patents. These innovations have formed over 11,000 startups, contributed to $591 billion to US gross domestic product, and supported over four million jobs from 1995 to 2016.
