The OverRuled: Russia Trade Controls Resource Center has been updated with the following actions: 15 Sep 2026 (EU): The Council of the European Union (the "Council") issued Council Decision (CFSP) 2026/2103, which temporarily extended the European Union's ("EU") asset freeze sanctions set out in Council Decision 2014/145/CFSP ("Decision 2014/145") by one week, until September 22, 2026.14 Sep 2026 (BIS): The U.S. Department of Justice ("DOJ") announced that Andrei Samuilovski, an Estonian, Swiss, and Russian citizen, pleaded guilty to conspiring to illegally exporting U.S.-origin aviation and aerospace parts to Russia in violation of the Export Control Reform Act ("ECRA") and U.S. sanctions. According to court documents, Samuilovski and others supplied Russian end users with export-controlled aerospace-related components without obtaining the required authorizations from the U.S. Department of Commerce's Bureau of Industry and Security ("BIS").
